The Digital Millennium Copyright Act (DMCA) now prohibits any customer from taking a smartphone from one carrier to another, unless they have permission.
Every three years the Librarian of Congress issues a set of exemptions to the DMCA, to account for changes in technology. This year, they have undated the legislation related to wireless carriers unlocking smartphone policy.
The new ruling only applies to smartphones purchased after the 26th January 2012.
